City Council May 18, 2011 Work Session: Agenda Summary

Council discusses changing downtown parking credits, Leach Landscape contract is approved with stipulations, latest round of revisions to TADS were presented and Water Master Plan advances.

A continuation of this meeting is scheduled for May 25, 2011 at 3:00 p.m. in City Hall. AGENDA SUMMARY Special Call Meeting Old Business Item 1: DOWNTOWN PARKING CREDITS—Councilman Tony Powell citing the need for the city to make downtown businesses parking an incentive, purposed changing the amount paid for parking spaces by business and, or land owners. Payments, said Powell would be contingent upon individual business owners contract and negotiations with the city. Powell initially purposed making that amount for now zero dollars. He said the city should target some of the soon to be adopted (Tax Allocation Districts) TAD’s funding to downtown parking. City Council March 16, 2011, WORK SESSION: Agenda Summary

During Work Session city discusses gas repairs, TAD development plans, taxi cab ordinance changes and consents to police department asset forfeiture funds expenditures.

AGENDA SUMMARY: Special Call Meeting Item 1: Bridge Hangar and Gas Line Replacement—Mr. Mickey Watts of city’s Gas Department presented a response to Councilman Powell’s request to look into the bidding for railroad bridge crossing. Watts said his finding is that the city did follow the proper procedures in soliciting for bid contractors, with the exception of running ad in newspapers. The Gas Department sent letters to six or seven contractors; four of the contractors responded with requests for bid packages. Three showed up for the opening of bids. They also posted bid request on city’s website. The contract was awarded to lowest bid. Councilwoman Katie Hart Smith asked why there was a $49,634 difference in the bids submitted. Mr. Watts …

City Council March 3, 2011-Continuation of February 16, 2011 Work Session: Agenda Summary

City Council discussed Gas Department personnel, college corridor RFP, taxi cab ordinance and partnerships with Georgia Gwinnett College, during Work Session held on Thursday, March 3.

AGENDA SUMMARY: Item 1: GAS PERSONNEL ISSUES—Jim Steadman of City Gas Department informed the City Council of the Gas Department’s request to delete Tech II positions and to hire Tech I positions. After hiring Tech I, he or she, will train to perform the duties and responsibilities of a Tech II. When Steadman was asked if there was an employee already in the department that could perform Tech II duties, he said no. Councilwoman Marie Beiser asked where would these positions be advertised and suggested running ads in trade publications. Steadman said the city has better chances of finding local candidates by advertising in AJC and Gwinnett newspapers. The Council decided to carry this discussion over to the March Work Session. City Council February 16, 2011 Work Session: Agenda Summary

The City Council heard a website update, hotel residency notices, zoning enforcement staffing requests and A-Frame signage request during its work session.

AGENDA SUMMARY: 1. Hope Clinic:  Due to public’s request for input on city’s donations to non-profit organizations, a public hearing to get input from citizens will be held in March. Discussion and decision about donation to Hope Clinic carried over to March regular meeting. 2.  Updated Maps: Carried over to next work session, Thursday, March 3 at 3 p.m. 3.  City website: 2009 city hired Randy Sutt (Rock, Paper, Scissors, LLC) to design new website. Sutt reported he would like to “re-skin” the existing website to give a fresh update. Phase I of the website is complete, and due to budget limitations in Phase I, Phase II will have some carry over items, i.e. links to Twitter.    Phase II will include Search Engine Optimization (SEO) …
