Water Heater Repair

I need to talk with the people in charge of my apartment complex about the water heater.  It seems like there is never enough hot water for the building.  I'm not sure if it needs to be fixed, or if they just need to get something bigger.  It would be nice if it just needed some repairs to work properly again.
