The investigation into the "Top Rank Goons" or TRG gang began after attendees of the Dacula party said members of the gang had started a fight and fired a gun at a Buford teen.
The GCPD Gangs Unit also investigated an incident during which a woman was reportedly harassed and intimidated at the Mall of Georgia because her boyfriend had fought with a TRG member. The woman's 6-month-old baby was present at the time.
Additionally, TRG members have been implicated in a September 2013 shooting at the Reserve at Ivy Creek Apartments in Buford.
"Several TRG members were outside at the basketball courts when members of the rival group approached with a gun and fired several shots," GCPD public information officer Cpl. Jake Smith said in a media release. "One victim was hit in the leg and will survive his injury. Carrington Frye (B/M, 17 years old) was charged in that shooting."
Members of the GCPD SWAT team served warrants obtained as a result of the investigation into TRG's activities. Police recovered several guns -- including one which had been stolen -- when executing the warrants.
Three Lawrenceville men -- Anton Swanigan, 22; his brother Antwan Swanigan, 20, and David Satterwhite, 20, -- along with Josh Neptune, 19, of Buford, have been identified as top-ranking members of the gang and are currently being held in the Gwinnett County Detention Center without bond.
A total of 26 felony charges and 13 misdemeanor charges have been filed including aggravated assault, battery, terroristic threats and acts, participation in gang activity and several weapons charges.
"This gang was known to retaliate against perceived slights and intimidate and harass those they had disagreements with," Smith said. "It is likely that crimes involving this gang have gone unreported out of fear of reprisal."
