Virginia State Troopers charged the driver Quilong Xioa, 50, with reckless driving. Speed was apparently a contributing factor.

Moore, who was teaching cosmetology classes in New York, said the driver was worried about running out of gas and sped up.

"I said, we're going to get in a car wreck, and as soon as I said that, we started fishtailing. We fishtailed and did a half of a 360, and ended up on our right side."
