Driveway blockers

The neighbors across the street from me seem to be renting their basement, I don't care what the do, but their tenants always park across the street; but right in front of my driveway.....Yes I can get out just fine, however it's a pain to have such little space when the street is big enough. Would this be considered blocking my driveway, or am i being unreasonable?
